Clean Energy Plan
Secure, Clean, Affordable
The time has come for Vermont to put its technological know-how and natural advantages to work to create a more secure energy future for the 21st century. By advancing policies that promote and invest in renewable energy technologies such as solar, wind, biomass, biofuels and energy efficiency measures, we can reduce our dependence on foreign oil, reinvigorate our economy, create good jobs, save consumers money and protect our environment.
The Vermont Apollo Alliance is a coalition of labor, business, community and environmental groups dedicated to increasing Vermont’s energy independence by advocating for clean energy policies in the state legislature.
The Vermont Apollo Alliance asks all public officials, business, labor and civic leaders to endorse the following plan.
1. Move Vermont toward energy independence in the electricity sector over the next decade by:
- Investing in conservation and efficiency to reduce the total amount of electricity we need by 25%;
- Building a clean energy future by producing 50% of the electricity we need from Vermont-based renewable energy resources.

2. Move Vermont toward energy independence in the transportation sector over the next decade by:
- Investing in the smart growth of our communities and effective use of rail, bus and bike transportation to reduce the total number of vehicle miles traveled (VMT) by 30%;
- Building a transportation infrastructure to support the use of farm-based biofuels and efficient vehicle technologies by the public and private sectors.

3. Move Vermont toward energy independence in the heating sector over the next decade by:
- Investing in our existing building stock with cost-effective energy efficiency improvements that will reduce heating use in one-third (over 100,000) of all existing buildings, with an average fuel and energy cost reduction of 40%; and
- Reduce heating energy use in new buildings by upgrading codes and standards, reducing energy use by in new buildings by 30% in three years and 50% in eight years.

4. Ensure that the benefits of the 21st century new energy economy are broadly shared throughout Vermont by:
- Investing more public and private dollars in research and development of new energy technologies that create good jobs and support family, small scale and co-op owned facilities, and preserve the state’s traditional working landscape;
- Investing in workforce development programs that train skilled professionals to manufacture, install and maintain energy efficiency infrastructure, solar, wind, biofuels and other clean energy technologies and products.
